The first department for passports was established in the beginning of fifties and was named as "Passports Division- Dairathul Jawazath". Its office was located in the building of the General Headquarter of Armed Forces with less than ten staff members and three offices for issuing visas and stamping residence permits for applicants from all nationalities. It had also another two branch offices located near by the Doha old port. This office was for issuing Qatari passports.
In 1960, the Passports Division was shifted completely to a new building near by Old Doha port. This building was comprised of offices for Passports, Customs and Ports divisions in addition to ports health section. As the Divisions' volume of work increased, the office was shifted to another building at Al Bida area exclusively for the Division. Later it was again shifted to another building at Embassies Street. In the beginning of nineties the departments headquarter was shifted to the present building located at Al Gharrafa district.
As the functions of the department got developed and its various sections was formed as a result of economical and constructional development and population growth in the state of Qatar, the first decree on the entry and residence of expatriates in Qatar was issued in 1961. In the year 1963 another decree was issued in this regard. The decree on Qatar nationality was issued in 1962 and later another decree on ID Cards was issued in the same year. In 1989, a ministerial decree on amending the organizational structure of the department and dividing it in to 5 departments was issued by the Minister of Interior. In 2001, another decree was issued by the Minister of State for Interior Affairs on re-organizing the organizational structure of the General Directorate of the Passports and distributing its functions and it was named as "General Directorate of Borders Passports and Expatriates Affairs".

The former Amiri Diwan was known as the Citadel of Bida'a, originally a fortress built in the 18th century and fortified by
watchtowers. During the Ottoman period (1871-1915) it was called the Army Fort. After the Ottomans departed under the reign of Sheikh Abdullah bin Jassim, Later to become the seat of the rulers of Qatar, known as the Doha Palace as well as the castle elders. In 1971, after the termination of the Anglo-Qatari treaty of 1916, the title of the ruler of the State of Qatar was changed to Amir, and the castle became known as the Amiri Diwan.
In the early 1980s, a new building was built for the Amiri Diwan next to the old palace. The administrative work started in 1989 and includes the Office of the Amir, the Office of His Highness the Deputy Emir and the Office of His Excellency the Prime Minister.

Ministry of Education and Higher Education is the highest official authority on all educational affairs in the State of Qatar.
After the Emiri Resolution No. 9 of 2016 on the organizational structure of the Ministry of Education and Higher Education, the Ministry of Education and Higher Education, formerly the Supreme Education Council, continues to perform all forms of its tasks and responsibilities related to educational matter through departments such as educational supervision, curriculum and learning resources, government school and teachers affairs, students affairs, and early education.
HE Dr. Mohammed bin Abdul Wahid Al-Hammadi is the current Minister of Education and Higher Education, who was appointed on June 26, 2013 as Minister of Education and Higher Education.
Furthermore, the Ministry of Education and Higher Education in Qatar performs internal audit, follows-up legal affairs and all matters related to planning and quality, and publishes all relevant news and circulars through the Department of Public Relations and Communication in all local media.
The Ministry of Education and Higher Education undertakes the development of educational plans, policies, strategies and research, training and development of all ministry staff and employees to provide an integrated educational system of educational services toward achieving Qatar Vision 2030, which is based on the development of an advanced society to provide prosperity for all citizens by 2030.

Qatar Financial Markets Authority (QFMA) was established under Law No. 33 of 2005 as an independent regulatory authority to supervise the financial markets and firms that are authorized to conduct activities related to securities in or from the State of Qatar, and empowered to exercise regulatory oversight and enforcement over the capital markets.
Recently, the QFMA new law No. 8 of 2012 has been issued to give the QFMA wider responsibilities and obligations to supervise and monitor the securities industry in the state of Qatar and increase the scope of international cooperation.

Qatar Ports Management Company – Mwani Qatar is a Qatari shareholding company established in 2009.
Mwani Qatar manages seaports, quays, dry ports, container and other terminals, including cruise and passengers, and provides navigation assistance and pilotage, towage as well as Aids to Navigation (AtoN) in addition to loading/ unloading and handling and storage of cargoes in all forms. The company is closely involved in the development of seaports and related services to the highest internationally recognized standards of safety, security and quality.
The strategic goal of the company is to transform Qatari ports into the ports of choice for all port users, including main shipping lines through efficient operations and enhanced customer focus. Mwani Qatar endeavors to consolidate its leading position locally for a strong regional and international presence as a leading integrated port and logistics services provider.
The company owns and manages three main commercial ports in Qatar: Doha Port, Al-Ruwais Port and Hamad Port" which will become Qatar's premier gateway and a regional hub in the Area and the World, fulfilling the Qatar National Vision 2030.
In addition, Mwani Qatar is partnering with Qatar Tourism Authority to develop and implement the cruise industry in Qatar. Further to the completion of the Final Phase of Hamad Port and the relocation of all commercial operations from Doha Port, the latter will be redeveloped into a fully-fledged cruise and leisure yacht terminal facility.

In light of the evolution underway in the state of Qatar, priority has been given to promotion and consolidation of state of law, rights, freedoms and institutions; In this regard, the NHRC was established in accordance with Decree Law No. (38) for the year 2002.
The NHRC was re-organized in accordance with Decree law no. (17) for the year 2010, thereby consolidating NHRC independence as a permanent official body headquartered in the city of Doha with a separate legal personality and an independent budget; this Decree also specified the objectives and mandates of the NHRC .
At the international level, the NHRC was accredited A status by the International Coordinating Committee of National Human Rights Institutions for the Protection and Promotion of Human Rights (ICC) which is a representative body of national human rights institutions drawn from all regions of the world; the NHRC is also a member in the Sub-Committee on Accreditation (SCA) of the International Coordinating Committee (ICC) which is responsible for the accreditation and classification of national Committees all over the world. The NHRC is entitled to participate in the ICC and in its regional sub-group, the Asia Pacific Forum as of March 2012 for a period of 3 years.

Qatar Computer Emergency Response Team (Q-CERT) is a national, Government sponsored, organization setup under the auspices of Ministry of Transport & Communications (MOTC). Established in December 2005 in cooperation with the Carnegie Mellon's Software Engineering Institute (CERT Coordination Center).
The Power of Information Security
Qatar is developing fast, having embraced information technology as a platform for innovation, prosperity and the key to building a knowledge based economy. As it has become more connected, the global threats from the internet need to be adequately addressed. The traditional threats from hackers has been rapidly changing to include more malicious actors such as terrorist, organized criminal networks, industrial and foreign government espionage, including cyber warfare to name a few.
As Qatar’s dependence on cyberspace grows, its resiliency and security become even more critical, and hence the need for a comprehensive approach that address this need.
Thus, it was with this foresight that the Supreme Council of Information and Communication Technology (ictQATAR) conceptualized setting up a dedicated body to proactively and reactively address and respond to risks that may arise with technology usage.
Qatar Computer Emergency Response Team (Q-CERT) was set up in December 2005 and since then, Q-CERT has been instrumental in building resilience into the critical information infrastructure of Qatar.
Q-CERT has become the national center to address the nation’s information security needs and safeguard the local society drive towards technological excellence. Q-CERT is working to harmonize the secure use of technology through best practices, standard policies, risk mitigations and dissemination of valuable information.
Q-CERT helps to protect citizens as well as critical businesses and organizations against cyber security risks. It also contributes to the national cyber security posture, advices on policies and security standards and empowers the confidence in technology users.

The State of Qatar is a sovereign and independent state in the Middle East, occupying a peninsula that juts into the Arabian Gulf. Since its complete independence from Britain in 1971, Qatar has emerged as one of the world’s most important producers of oil and gas. Location and geography
The State of Qatar is a peninsula located amid the western coast of the Arabian Gulf. The peninsular is approximately 100km across and extends 200km into the Gulf. Qatar includes several islands the largest of which are, Halul, Shraouh and Al-Asshat.. shares its southern border with Saudi Arabia and a maritime border Bahrain, the United Arab Emirates and Iran.
Topography
The land mainly consists of a flat rocky plain, covered with a range of low limestone outcroppings in Jebel Dukhan in the west and Jebel Fuyart in the north. This plain is mostly marked by its many inland seas (Khors), bays and basins called (al-Riyadh) over the northern and middle areas that are considered to be the most fertile lands housing different natural plants.
