قبل تأسيس كهرماء خلال الفترة من بداية القرن العشرين حتى أربعينياته: لا تتوفر معلومات عن هذه الفترة عن وضع إمدادات الطاقة والمياه في قطر. غير أن التاريخ يكشف أنه بدأ إنتاج أول بئر نفطي في قطر في دخان في 1940 وتم تصدير أول شحنة نفط في 1949؛ مما يعد مؤشّراً على قيام مجتمعات واسعة دائمة في غضون تلك الفترة واحتاجت بالطبع إلى المياه والكهرباء لسد احتياجاتها واستخدامها في الصناعة.
خلال الفترة من أوائل الخمسينات حتى أواخر الستينات من القرن العشرين
كانت قطر في تلك الفترة محمية بريطانية، حيث أشرف البريطانيون على تنظيم وإدارة إمدادات الكهرباء والمياه من خلال إدارتين منفصلتين. هما إدارة الكهرباء و إدارة المياه.
في عام 1953 تم تشييد أول محطة لتحلية المياه بطاقة 150.000 غالون يوميا.
كما تم إنشاء أول محطة كهرباء تعمل بالديزل في منطقة مشيرب محل فندق لاميراج حاليا.
في 1963 بدأ تشغيل محطّة راس ابو عبود لتوليد الطاقة والتي كانت تعمل بالتوربينات البخارية.
في نفس الفترة تقريبا بدأ العمل في محطة رأس أبو عبود لتحلية المياه.
بدأ تخزين المياه المحلاّة في خزانات أرضية وأبراج مياه علوية قبل نقلها للمستهلكين بواسطة صهاريج المياه.
خدمات الكهرباء والمياه كانت مدفوعة من جميع المشتركين.
