Qatar General Electricity & Water Corportation(KAHRAMAA)

KAHRAMAA has the privilege of being the sole transmission and distribution system owner and operator (TDSOO) for the electricity and water sector in Qatar. Ministry of Environment

The ministry of environment is striving to achieve several goals, most importantly, protecting the environment through inclusive and sustainable growth for future generation to achieve the vision of 2030. Reaching the vision would be through wildlife growth, preparing and proposing laws, projects and suitable solutions for all environmental issues, implementing them by training Qatari nationals in implementation of environmental protocols, as well as environmental awareness. Qatar Chamber

Qatar Chamber's actions range from environmental and sustainability programmes to long-term financing and economic initiatives. Among their long-term plans, Qatar Chamber of Commerce & Industry have also allocated a budget for a capacity-building initiative that will bring 50 delegates from those nations that the United Nations categories as "Least Developed Countries" to the 8th World Chambers Congress, should Doha be successful in the bid to host the Congress organized by the World Chambers Federation in 2013. As part of the bid book delivered last month to the Congress Selection Committee members, QCCI has dedicated a whole chapter for their capacity-building initiative.

Ministry of Municipality & Urban Planning (Baladiya)

The Ministry contributes through its departments, municipalities and centers in the overall progress and comprehensive development undergoing by the State of Qatar under the enlightened wise leadership of His Highness Sheikh Hamad Bin Khalifa Al Thani, The Emir and the Crown Prince his Highness Sheikh Tamim Bin Hamad Al Thani and under the directives of the Prime Minister, the Minister of Foreign Affairs His Excellency Sheikh Hamad Bin Jassim Bin Jabr Al Thani. The Ministry offers many services to the citizens and residents in the field of municipal services which include maintenance of local roads, general public cleaning, pest control, food control in terms of its sale locations, its storage and exchange, monitoring of markets and retail outlets, issuing of building permits and advertisement permits, issuing of commercial licenses. Additionally, these services include management of public parks and promenades, plantation of trees and promoting greenery all over the state of Qatar and provide advice and consultations to the public with about the rehabilitation and maintenance of their gardens. Under the directives of His Excellency Sheikh Abdul Rahman Bin Khlifa Bin Abdul Aziz Al Thani, the Minister of Municipal Affairs and Urban Planning, the Ministry strives to extend the provision of electronic services to the public to all its services, in its drive to reach its objective of a paperless electronic government in the State of Qatar. The establishment of the first Municipal Affairs Ministry in Qatar goes back to the year 1972 through a decree of Law No. 24 which set the duties of the Ministry and its Departments. These duties were amended in 1990 after the cancellation of the Ministry of Industry and Agriculture by delegating the duties and functions of this Ministry that were related to agricultural affairs to the Ministry of the Municipal Affairs which became the Ministry of Municipal Affairs and Agriculture. More duties were added to this Minsitry when it was merged with the Ministry of Public Works in 1993 by decreeing Law Number (20) for the organizing The Ministry of Municipal Affairs and Agriculture and outlining its duties to include the duties of the functions of public works. In 2004, Law Number (1) was decreed to establish the Public Works Authority and in the same year Law Number (15) was also decreed to establish the Urban Planning and Development Authority. Therefore, the duties of the Ministry were confined to the municipal affairs and agriculture through the provisions of Law Number (23) decreed in 2005.

Qatar News Agency (QNA)

Qatar News Agency (QNA) was established in May 25th, 1975 by the Emiri Decree number 94 of the year 1975, to become the second Arab news agency dedicated to covering news in the Gulf Region and one of Qatar’s big achievements in the field of information. The agency witnessed quantitative and qualitative developments. It started with a transmission of half an hour a day, now its transmission extends to 24 hours a day. The Emiri Decision issued on 12 September, 2007 organizing the agency shows the keenness of the political leadership and its interest in rising media awareness and consolidating its professionalism in the country. The Agency is objective and impartial in its coverage of news. (QNA)’s presiding over of the Federation of Arab News Agencies (FANA) for two years contributed to consolidating the Arab media which became more developed thanks to the new technologies it uses. QNA is a member of the Arab News Agencies Union (ANAU) and of the League of the News Agencies of the Non-Alignment Movement.(QNA) is also a member of the World Association of Newspapers (WAN). It is accredited by (ANAU) to serve as a news dispatching center between these agencies and the South-East Asian and Pacific News Agencies Union.It is also an active member of the executive board of the Islamic News Agencies Union.

Ministry of Finance

The Ministry of Finance was created on 5/11/1960 according to the Emiri Decree. On 18/2/1962 Law No (2) of 1962 was issued to regulate the public financial policy in Qatar. Objectives Ministry of Finance works to achieve the following objectives of the financial plan: Achieve the balance between public expenditure and public revenues. Reduce the size of the public debt and improve cash flow. Strengthen the state's financial reserves. Continuing to invest the country's main resource of oil, gas and petrochemicals, with a focus on increasing domestic economic integration. Continue to develop infrastructure construction and basic services of education and health to accommodate the expected expansion in service activities and productivity. Encourage the private sector to industrial investments. Privatize part of the petrochemical, fertilizers, iron and steel industry. Improve government performance by implementing E-Government.

Ministry of Defence

The Ministry of Defence is responsible for defending the homeland. Ministry of Economy & Commerce

The Ministry of Economy and Commerce (MEC) creates commercial policy for both private and public sectors in order to boost regional and international trade relations and support the development of businesses across the country. The Ministry maintains four departments and sections: Commercial Registration Section, Commercial Agents Section, Industrial Property Rights Section Price Control Section To subscribe to the whatsApp account, one simply has to send the word “subscribe” to the number 66111400 and add the number to the contact list on his or her mobile phone. The service will be activated immediately. MEC has come up with this service to make communication with the public easier and also to keep the public aware of updates and events.

Ministry Of Foreign Affairs

In 1969 the decree law No 11 for 1969 on the establishment of a department for foreign affairs was issued. In 1970 the sections of the department were set up by the decision No 8 for 1970. In 1971 a law to establish the ministry of foreign affairs in which the department of foreign affairs was to be incorporated was issued. It was followed by the issue of law No 26 in December 1971 on the diplomatic and consular corps system, and on designating the diplomatic missions to include embassies, commissions, consulates and the offices of the permanent delegation of the State of Qatar abroad. The laws organizing the ministry of foreign affairs, assigning its functions and outlining its organizational chart followed in succession. A law in 1976 and the law No 13 for 1993 were issued to organize the ministry of foreign affairs. In light of the developments taking place on the international arena, a new law was issued to define the functions of the ministry of foreign affairs as follows: Highlight the State of Qatar, its values and polices, while defending the country’s interests abroad. Draft and propose Qatar’s foreign policy to H.H. the Emir for approval. Propose foreign policy plans and work to implement them in coordination with concerned agencies in the state. Organizes the diplomatic and consular representation with Arab and foreign countries and regional and international organizations. Establish contacts and conduct talks in preparation to conclude the agreements and conventions; and take the required actions with regard to their conclusion, implementation and supervision. Protect and represent the interests of Qatar and its people abroad. Conduct contacts with the Qatari ministries and authorities, foreign governments and their diplomatic missions and the regional and international organizations.

Ministry of Information and Communications Technology

In recognition of the critical role of ICT in Qatar’s future, Qatar’s leadership introduced the Ministry of Information and Communications Technology (formerly known as the Supreme Council of Information and Communication Technology) within the new cabinet formation announced in June 2013. The Ministry of Information and Communications Technology (ictQATAR) builds a vibrant, advanced, and secure ICT sector that will propel a thriving, diversified economy and benefit all the people of Qatar. As a change agent for human, social, economic, and environmental progress, the Ministry strives to drive innovation well into the future. Specifically, it is charged with a wide-ranging mandate that includes: overseeing and developing the communications sector, e-government programs and postal services; fostering a regulatory environment that is conducive to competition and investment; promoting digital inclusion for all people of Qatar; and developing the next generation of infrastructure and then securing and enhancing the efficiency of that infrastructure. Already, ICT is benefiting those who live and work in Qatar in countless ways. Children and adults learn more creatively. Businesses of all sizes are discovering new efficiencies and new markets. Government is more responsive. And transformation in healthcare is under way. ictQATAR will continue to mobilize efforts to harness the power of ICT, bringing improvements to every aspect of life in Qatar and fostering a technology-friendly environment that will introduce innovative approaches to how we communicate, live and work. In the years ahead, an increasingly vibrant, innovative ICT sector will fuel the objectives of Qatar National Vision 2030 for building a thriving, knowledge-based economy.

Ministry of Energy and Industry

Energy revenues have helped laid a solid economic foundation in Qatar. Ministry of Culture, Arts & Heritage

In 1966, newly created administrative units namely Doha Cultural Center and Folklore Censorship, and the Theater Section were all affiliated to the Broadcasting Department of the Ministry of Information. The establishment of these new units presented a prelude to the creation of Culture and Arts Department in 1975. In fact, the existing units and other newly founded sections such as the Fine Arts, the Exhibitions, the Studies and Research as well as the Administrative and Financial Affairs presented the origins of the first entity of the cultural work in Qatar. In general, the Ministry of Culture, Arts and Heritage is in charge of: Organizing cultural festivals and taking part in festivals organized in Qatar and in brotherly and friendly countries ; Organizing cultural events and activities such as symposia, lectures and poetry recitals ; Producing and presenting theater and folklore shows and music and lyric concerts ; Organizing Qatari weeks abroad and hosting cultural weeks of brotherly and friendly countries; Organizing arts (plastic arts, photography) and heritage exhibitions ; Publishing and distributing books and compilations in relation with culture, translating outstanding intellectual and literary works into Arabic and vice-versa ; Documenting and archiving popular heritage, organizing and animating heritage events and celebrations ; Organizing the yearly Doha Book Fair and participating in Arab and foreign book fairs; Discovering young talents and organizing cultural, scientific and religious symposia and contests. While organizing and supervising such events, the Ministry of Culture acts in its quality of a central ministry that lays down cultural programs and implements them according to the promulgated laws; its activities in this field should be regarded as the main activity of cultural policy of the State.

ICT Qatar

In recognition of the significant role of ICT in building a modern state with a robust knowledge-based economy in light of Qatar National Vision 2030, the Ministry of Information and Communications Technology (ictQATAR) was established within the new cabinet formation announced in June 2013 to be an extension of the Supreme Council of Information and Communication Technology that was established under Emiri Decree Law no. 36 of 2004. Emiri Decree No. 27 of 2014 on the Organizational Structure of the Ministry of Information and Communications Technology sets the organizational structure and functions of the Ministry. Specifically, the Ministry is responsible for a wide-ranging mandate that includes: overseeing and developing the information and communications technology sector to make it more vibrant, advanced, and secure to support a diversified economy and benefit all the people of Qatar; introducing ICT plans, policies, programs, projects and initiatives to foster a competitive environment that is conducive to investments; developing the next generation of infrastructure and then securing and enhancing the efficiency of that infrastructure; and driving innovation well into the future as a change agent for human, social, economic and environmental progress. The Ministry also performs a critical and far-reaching role in developing e-government programs and boosting capacity and digital literacy to foster a technology-friendly environment that introduces innovative approaches to how we communicate, live and work. Consequently, the Regulatory Authority, which had been part of the Ministry, was established as the independent Communications Regulatory Authority (CRA) by virtue of Emiri Decree No. 42 of 2014. The newly established CRA encourages and supports an open and competitive telecommunications market and ensures that consumer rights are protected. The CRA is also responsible for regulating the postal sector and access to digital media. The Ministry of Information and Communications Technology will continue to mobilize efforts to harness the power of ICT, bringing improvements to every aspect of life in Qatar and building a more thriving economy.

Ministry of Administrative Development

The Ministry of Administrative Development oversees implementation of the law regulating governmental human resources. It sets general policies on human resources, including job localization policies, and follows up their implementation once approved. The Ministry studies chapter one budgetary estimates and the organizational charts proposed by government entities and makes recommendation for endorsement. It also reviews and improves work processes of government entities and provides them with technical help in modernizing and streamlining procedures and applying corporate quality standards. To this end, it manages government human resource planning program and extends technical help. This helps improve the efficiency of the State's administrative setup; trains Qatari employees and redevelops/repositions those holding positions that do not match their educational qualifications.
